The aim of the project is to bring together human rights NGOs in Estonia to create a common voice grounded in the EU Charter of Fundamental Rights. The project builds on the 2026 rule of law report by the pan-European human rights organisation Civil Liberties Union for Europe (Liberties), according to which Estonia has slipped from being a country making progress into stagnation, and which highlights the first warning signs of democratic backsliding. For NGOs working on human rights, equal treatment or the advocacy of minority groups, the project offers a shared analytical framework and cooperation to better communicate the value of fundamental rights and democracy — both to their own target groups and to society at large.
The project has three main activities:
- An opening event and a structured input-gathering phase
- A two-day strategy seminar and agreement on common principles
- Implementation of the joint strategy
The project’s activities support a shift from fragmented, parallel advocacy towards a coordinated voice grounded in fundamental rights and the Charter, thereby strengthening the protection of fundamental rights, democracy and EU values in Estonian society.
