In cooperation with the Tallinn Migration Centre, we provide a legal counselling service. The aim of the service is to support newly arrived immigrants aged 18 and over living in the city of Tallinn, people from diverse linguistic and cultural backgrounds, and returnees in resolving legal questions and preventing problems.

  • Referral to the service is needs-based and takes place through the case manager–coordinator of the Tallinn Migration Centre. Please book an appointment for a needs assessment with the case manager or coordinator by phone or email (contact details available here) or by visiting the Migration Centre.
  • Legal counselling is provided in Estonian, Russian or English. For other languages, an interpreter can be involved if needed.
  • The service is free of charge and provided within a limited capacity.

The service is funded from ESF+ supported activity funds allocated under Directive No. 24 of the Minister of Culture of 26 January 2023, “Supporting local governments in providing integration services, including adaptation services”.
