Commissioned by the Council of Europe, the Estonian Human Rights Centre is carrying out the Estonian part of the thematic review of Committee of Ministers Recommendation CM/Rec(2010)5, focusing on LGBTI+ people’s access to adequate housing and the reduction of social exclusion. In 2026–2027, we will prepare an analysis of Estonian legislation, policies and practice, mapping progress made so far, good practices and shortcomings. We will also organise a national roundtable involving public authorities, equality bodies, civil society organisations and other stakeholders. The work will result in a public report with practical recommendations, supporting the advancement of equal treatment in the housing sector both in Estonia and across Europe.
